Job summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION) (TITLE5), Position Description Number NGT5022P01 and is part of the TN ARMY Army National Guard.

Major duties

As a HR SPECIALIST (COMPENSATION/RECRUITMENT/PLACEMENT), GS-0201-12, you will Serve as the state's principal Recruitment and Placement advisor and technical consultant to management involving a wide variety of complex issues impacting the full range of staffing options and recruitment strategies for a variety of professional, administrative, technical, trades and labor occupations. Process SF-52 actions, sets pay, determines benefits and incentives, coordinates with personnel representatives in the HRO to obtain management information and/or advise on recruitment or placement requirements, and resolves issues or problems as they arise. Develop, recommend, maintain, and apply policy/guidance involving the state Merit Placement and Promotion Plan such as highest previous rate and the recruitment, relocation, and retention (3R) incentive programs. Explain merit principles and the various recruitment and placement methods, with emphasis on special interest programs such as Uniformed Services Employment and Reemployment Rights Act (USERRA), employment of the physically handicapped, etc. May have limited leader responsibilities. Perform other duties as assigned.

Qualification

GENERAL EXPERIENCE: Must possess experience in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skilled in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and, skilled in applying procedures and directives by reading and interpreting program material SPECIALIZED EXPERIENCE: Must possess at lease One (1) year of specialized experience at the GS-11 level: AND/OR at least Thirty-Six (36) months experience that prepared the applicant to perform the duties of the position; the applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience; an applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level; specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
