Job summary

Major duties
Serves as advisor to commanders on assigned unit human resources (HR) programs. Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Plans, directs, and controls all aspects of the Customer Service Program. Plans, directs, and controls all aspects of the human resources employment program. Plans, directs, and controls all aspects of the Relocation program for all members. Develops wing readiness plans for the administration of contingencies and mobilizations. Performs other duties as assigned.
Qualification
MILITARY GRADES: E3 through E6 COMPATIBLE MILITARY ASSIGNMENTS: 3F071 GENERAL EXPERIENCE: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. SPECIALIZED EXPERIENCE: At least 12 months experience equivalent to the next lower grade. Must have experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources (HR) to the unique organizational, management, and mission requirements. Knowledge of, and skill in applying, fundamental HR methods, laws, principles, policies, methods, and practices of the specialization(s); and standardized analytical, and evaluative methods and techniques sufficient to conduct fact finding and recommend solutions to moderately difficult but well precedented and/or recurring issues and problems. The incumbent of this position requires knowledge of military HR regulations, policies, and procedures sufficient to provide technical guidance and advice and to research, analyze, and resolve problems associated with the area of assignment. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Education
To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position. You may combine education with specialized experience to meet the length of experience requirement for GS-09. Such education must demonstrate the knowledge, skills, and abilities necessary to do the line of work. For the GS-09 level: To qualify on education alone applicant must have one of the following: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 including qualifying with combination of education and experience.
