This National Guard position is for a FINANCIAL MANAGER (TITLE 5), Position Description Number T5133000 and is part of the FL USPFO, National Guard.

Major duties

As a, FINANCIAL MANAGER, GS-0505-13, you will direct financial management policy in support of the ARNG military organizations and units. As Chief, Financial Officer maintains statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds allocated to the state. Determines the impact; and implements courses of action regarding projected DoD, Department of Army (DA), National Guard Bureau (NGB), Inter-Service, and non-DoD governmental programs that affect ARNG plans, policies, and missions. Ensures the full disclosure of accounting information, sound reporting methods, and analytic interpretation of financial posture. Establishes and directs financial policies to ensure compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, national and local policies enabling the optimum use and control of financial resources. Serve as the principal financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC). Provides advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis. Advises, supports and facilitates management decisions concerning financial considerations, such as the availability and appropriate use of Federal funds. Based upon reports and data derived from financial systems, analyzes strengths and deficiencies, advises, and makes recommendations to the USPFO, primary staff, Chief of Staff and the AG. Assures the AG's priorities are integrated in and supported by the financial plan. Recommends to the USPFO actions to be taken regarding the implementation of the financial plan. Provides significant and critical input to the development of NGB policy.

Qualification

AREA OF CONSIDERATION: : This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T32 and T5) within the agency. Tenure can be in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. NOTE: Must be Financial Manager Level 2 qualified within 2 years of employment. SPECIALIZED EXPERIENCE: GS-13 Must have at least one year of specialized experiences at the GS-12 level or the equivalent which provides knowledge and/or experience in the private or public sector of singular or combined experiences in the DoD or National Guard financial program disciplines. Experiences in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications. Must have working knowledge of the duties associated with the USP&FO and the certification requirements for installation funds. Experiences working with the Financial Management Board and handling highly sensitive military or civilian entitlement issues. Competent in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutants General's Department and accomplishment of federal military and state support missions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position. If a permanent employee is in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the Technician returns to his/her original position. If the Technician, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position. If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT- Florida State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position. Selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

Education

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
