Job summary

You will serve as a FINANCIAL MANAGER in the FINANCIAL MANAGEMENT AND COMPTROLLER DEPARTMENT of COMMANDER NAVY REGION MARIANAS. The President has ordered a government-wide hiring freeze subject to certain limited exceptions. This position is subject to the hiring freeze. Although we are moving forward with the consideration of candidates, we will not make a selection for this vacancy announcement unless and until the position is no longer subject to the hiring freeze.

Major duties

You will implement financial guidance, policies and procedures for Commander, Navy Installations Command (CNIC) in Joint Region Marianas (JRM) and evaluates their effectiveness after implementation. You will provide budgeting, accounting, financial systems and program evaluation for CNIC in support of JRM. You will resolve diverse financial issues, provide in-depth technical analysis, interpret financial management guidance, prepare financial and budgetary plans, and provide expert technical recommendations to superiors. You will responsible for evaluating and improving internal appropriated funds management. You will form an integral link from the CNIC Comptroller to JRM and provide financial management program support to the Regional Commander, Installation Commanding Officers, Program Directors and Business Manager as necessary. You will administer supervisory responsibilities include scheduling and approving leave, developing organization functions and describing position descriptions, developing performance elements and standards and evaluating performance. You will submit recommendations for awards or discipline as warranted, conduct workload and skills assessments and adjust assignments to maintain maximum efficiency and continuity of operations. You will establish and evaluate equal employment opportunity issues and objectives and implement accordingly, and provide for on- the job or classroom training for subordinates.

Qualification

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Serving as financial advisor and providing budgeting, accounting, financial systems and program evaluation; implementing financial guidance, policies and procedures for the organization and evaluating their effectiveness after implementation; and managing the staff of the organization.
