Job summary

About the Position: Serves in office engineering and contract modification functions administering complete projects at a construction field office. This announcement is for current, permanent Army employees that would like to be considered for a time-limited promotion, reassignment or change to lower grade. Major duties

Issue requests for proposal (RFPs) for additions, deletions, modification, and/or other contract changes. Examine contract plans and negotiate changes with the Contractor. Discuss needs for joint, pre-final, and final inspections with Resident Engineer. Review construction plans and specifications to determine suitability of contracts. Ensure quality control of Contractor operations by exercising surveillance. Review safety plans for Contractors and provide recommendations and advice to Resident Engineer. Assure as-built drawings are submitted, transmittals are cleared, deficiencies corrected, and contract close-out requirements are met. Inspect Contractor safety precautions and review safety reports. Analyze problems and review and interpret requirements of personnel or contractor representatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-12 level: Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes managing, advising, and/or coordinating office staff or contract employees of construction management services, interpreting plans and specifications, ensuring quality of construction projects, gathering data and preparing estimates for contracts and/or change of orders, providing technical advice between office staff and Engineers that may require major design review or assistance. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Quality Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
