Major duties
Supervises a staff of Market Analysts, Program Analysts, Material/Industrial Engineers, and Economists. Places exceptional emphasis on implementing and administering regulations governing the safeguarding of classified information, assuring that subordinates are trained and fully comply with the provisions of security regulations. Provides leadership and management to a staff of highly technical professionals responsible for coordinating, developing, and maintaining plans for the operation of Defense Logistics Agency (DLA) Strategic Materials. Analyzes and modifies short-and-long-range plans, programs, and objectives, recommending major changes to ensure the best possible level of support to the customer, stakeholders, and organization. Serves as the primary focal point on numerous issues related to the identification of strategic and critical material requirements and major application areas, and development of cost effective and responsive risk mitigation plans. Works closely and collaborates with high level management/personnel from DLA, Military Services, Office of Secretary of Defense (OSD), Joint Staff, other Department of Defense (DoD) and federal entities, US and foreign industry and governments. Keeps the Administrator informed on marketing factors such as changes in supply/demand, production, consumption, imports/exports, prices and stock levels and their influence on markets for stockpile materials sales program.
Qualification
To qualify for a Director, Strategic Planning and Market Research, GS-0301-15 your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Strategic planning, programming, marketing, and execution of the long-range strategic material programs at the Headquarters level. Extensive preparation of briefing materials or technical familiarity with complex subject matter Conducting broad research and analysis into the issues and initiatives to explore alternatives and concepts for the recommendation of a resolution strategy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
