Job summary
You will serve as a DIESEL ELECTRIC SUBMARINE INITIATIVE OFFICER in the PLANS AND POLICY DIRECTORATE of SUBLANT CENTRALLY MGD PROGRAM.
Major duties
You will manage the process for development, review and final adjudication of Concept of Operations (CONOPS) between COMSUBLANT and participating Partner Nations. You will assist in conducting negotiations with Partner Nation navies, to ensure the accomplishment of program goals and optimization of deployed diesel-electric submarines. You will assist in the identification of opportunities for the conduct of bilateral operations and exercises, track generated recommendations and action items and generate reports pursuant to annual bilateral staff talks. You will oversee the employment of deployed foreign diesel-electric submarines and coordinate scheduling support for major/minor fleet exercises, tactical development events, and research and development interactions. You will coordinate the implementation and tracking of the DESI deployment Required Action List (RAL) for each DESI participating nation on an annual basis and provide regular written updates to all cognizant U.S. Navy and foreign commands. You will be responsible for assisting the International Programs Director in planning work to be accomplished and setting/adjusting priorities. You will support the Diesel-Electric Submarine Initiative (DESI) Fleet Exercise Support Program. You will travel internationally.
Qualification
To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and expert knowledge of current submarine tactical development exercise analytical and evaluative methods to assess the effectiveness of current national and international undersea warfare (USW) tactics, techniques, and procedures. Experience with policies, regulations, and precedents regarding training operations with foreign diesel electric submarines for the development of funding acquisition and management processes. Experience of national and allied submarine operations in support of Fleet antisubmarine exercises. Experience and thorough knowledge of policies, regulations, and precedents to identify and propose solutions to exercise submarine employment requirements. Experience and expert level understating of policies, regulations, and precedents for Defense Information Security. Experience utilizing U.S. Navy foreign disclosure policies, regulations, final adjudication advisory, and implementation procedures. Experience and detailed knowledge of the U.S. Department of Defense's Theater Security Cooperation Mission Information System (TSCMIS) Experience and high degree of verbal and written communication techniques in order to produce and participate in national and international working groups, discussion forums, review conferences, and post-analysis reporting. Extensive experience and skill in analytical methods and practices to assess overall anti-diesel submarine fleet training program effectiveness. Spanish language familiarity desired.
