The primary purpose of this position is: Provides subject matter expertise (SME) in the Counter 1breat Network (CTN), Counter Narcotics (CN) and Counter Transnational Organized Crime (CTOC) domains.
Major duties
Plans, organizes, leads, facilitates and assists in overseeing the Counter Narcotics (CN) planning efforts ensuring the Division complies with legal and regulatory requirements. Provides subject matter expertise and insights on Counter Threat Network (CTN) and Counter Transnational Organized Crime (CTOC) functions: Represents NORAD-USNORTHCOM in a variety of installation and functional area organizations. Establishes, leads, and structures working groups to optimize use of resources and maximize efficiency and effectiveness of the organization.
Qualification
Conditions of Employment Continued: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include Master knowledge and understanding of Counter Narcotics, Threat Networks, and Transnational Threats to include organizations and agency current missions, capabilities, organization and operations to ensure effective integration of CTN/CN operational requirements. Knowledge of various federal and state operations, NORAD and USNORTHCOM; other Combatant Commands, the military services; the National Guard; the Reserve forces; the Department of Defense; DHS, CIA, DEA, CBP, US Department of Treasury, etc. to effectively integrate the broad range of CTN/CN planning issues. Comprehensive knowledge of Federal, OSD, and Joint Staff strategic planning guidance. Expert knowledge of strategy, policy, doctrine, and traditional combatant command activities as they apply to Joint Staff planning and processes for CTN/CN/CTOC missions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Experience and skill in leading, facilitating and managing significant numbers of staff members who must work together to establish processes and procedures for dealing with a wide-range of CTN/CN/CTOC issues. Staff members come from a variety of agencies, departments, bureaus in and outside of DOD and the federal service, and who tend tobring with them a wide array of competing interests and agendas. Knowledge of the roles and organization of DOD Agencies, Services, combatant commands, and involved federal, state and local agencies, including the National Guard. Knowledge of Joint Operation Planning and Execution System (JOPES), Adaptive Planning and Execution (APEX). Knowledge of the National, DOD, and Joint Staff strategic planning documents and development processes; Thorough knowledge of CTN/CN/CTPC policy and doctrine; Joint force policies and procedures; DOD, Service and Joint organizational structures; national intelligence organizations, other pertinent interagency organizations such as the Department of Homeland Security, Department of Justice, U.S. Drug Enforcement Agency, U.S. Department of Treasury, US Coast Guard, etc. Ability to analyze information, reaches quick and appropriate decisions, and effectively resolves problems. Identify unique customer needs, tailor plans and strategies and implement action within established policy; Knowledge of, and ability to interpret, federal laws, government regulations, executive orders, agency rules associated with CN & CTOC, including procedures, guidelines, and precedents. Skill in articulating programs, procedures, and policies clearly and concisely in written and oral communication. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
