Major duties

Serves as Contracting Officer's Representative (COR) for Defense Logistics Agency (DLA) Troop Support Europe and Africa Subsistence divisions with oversight of the subsistence prime vendor (SPV) contracts. Coordinates with a variety of Government and non-Government organizations and agencies on matters of Government-supplied transportation. Government-furnished material, customs and customer support. Oversees the provision of Government-furnished material for distribution by the contractor including market-ready items such as dairy products and bread, and fresh fruit and vegetables. Ensures the SPV contractor meets all contractually specified technical requirements for the proper storage and timely distribution of food. Serves as a liaison between DLA Troop Support Europe and the SPV and works to ensure the SPV's compliance with contractual support requirements for all customers. Performs all required receipt functions for Government-furnished transportation services; coordinates completion of routine and emergency customs/border crossing forms. Uses an understanding of the unique procedures required for support to U.S. Navy Ships. Including load-outs, multi-service remote locations re-supplied by air shipments as well as the normal subsistence support procedures required for all customers.

Qualification

To qualify for a Contracting Officer's Representative, your qualifications must include: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Knowledge and skill in applying contract surveillance, supply, warehousing, transportation, distribution, food inspection, and quality control methods and techniques in order to ensure and measure the effectiveness and efficiency of the support provided to military service and related organization subsistence requirements in performing assigned COR duties; - Knowledge of multi-service (Army, Navy, Marine, Coast Guard, and Air Force) specific customer needs and preferences in order to ensure service unique products are available; - Knowledge of Government contracting, including Federal (Federal Acquisition Regulation), departmental (DFAR), and DLA regulations, directives, instructions, procedures, and methods applicable to contract administration in order to perform assignments as COR: ensure contract integrity and that the U.S. Government receives the products and services being purchased; - Knowledge of established laws to advise on contract compliance, to include local, Federal, and international requirements.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
