Job summary

Major duties

You will serve as a contract specialist responsible for pre-award and post-award functions (including all formal advertising and negotiation activities) for a variety of supply and service contracts in support of the NUWC Division Keyport. You will be responsible for a variety of contracts that require different specialized terms and conditions, sometimes requiring the generation of unique language specific to a procurement. You will oversee contracts related to supplies, services, and technical equipment that range from standard items to complex cost reimbursement, time and material, labor hour, and incentive type contracts. You will review requirements packages and recommend and/or determine the most appropriate method of procurement and prepare pertinent solicitation documents and justifications. You will be responsible for compliance with applicable laws, regulations, and policies. You will utilize the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Navy/Marine Corps Acquisition Regulation Supplement (NMCARS), and Naval Sea Systems Command (NAVSEA).

Qualification

For GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing pre and post award procurement transactions for supplies and services (e.g., market research, cost and price evaluation, discount rates, delivery dates, transportation charges, previous performance of suppliers, current commitments, indications of financial responsibility) to identify significant factors and recognize solutions. For GS-07: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing requisitions to determine proper specifications for supply and service contracts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-09: Two full years of progressively higher level graduate education leading to a Master's or equivalent degree; OR An LL.B. or J.D., in a field directly related to the position being filled OR GS-07: One full year of graduate level education or law school; OR Successful completion of a Bachelor's degree with superior academic achievement A transcript must be submitted with your application if qualifying using education.
