Job summary
About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Major duties
Resolving complicated issues concerning major construction projects and administering construction contracts. Construction features include dormitories, barracks, dining halls, hangers, and vehicle maintenance facilities. Assures that all construction inspection is accomplished in accordance with governing plans and specifications and that construction inspection is accomplished in accordance with the terms of the contract. Discusses details of construction with Contractor personnel and coordinates authorization of changes with the Project or Resident Engineer and the appropriate contractual authority. Ascertains that quality assurance reports, required quality tests, and activities are consistent with the project Quality Assurance Plan. Brings any deficiency to the attention of the Contractor. Provides input discussions for monthly updating and change order effects on all progress schedules for each project under incumbent's coordination. Reviews all Contractor's safety plans and advises the Project or resident engineer of recommendations. Conducts monthly supervisory safety meetings with Contractors.

You will receive credit for all qualifying experience, including volunteer experience. To qualify for the GS-12 based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience to manage and monitor military construction projects in an oversea area; inspect materials and workmanship assuring adherence to safety practices; observe and investigate all construction phases to ensure compliance with contract schedules and specifications for various construction contracts; prepares briefings, status reports, and correspondence to ensure understanding and acceptance of findings and recommendations. You will be evaluated on the basis of your level of competency in the following areas: Building and Construction Contracting/Procurement Oral Communication Quality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
