Job summary

The Defense Innovation Unit (DIU) is a Department of Defense organization focused on accelerating the adoption of commercial technology to transform military capability and capacity while growing the national security innovation base. As the Department's gateway to leading technology companies across the country, DIU is focused on rapid prototyping, fielding, and scaling of commercial solutions that can save lives, lead to new operational concepts, increase efficiency, and deter future conflict.

Major duties

Incumbent typical work assignments may include the following: Serves as the Deputy for Congressional Affairs for the Defense Innovation Unit (DIU), reporting directly to the Director of Congressional Affairs. Maintain or establish close working relationships with DIU senior leaders, Office of the Secretary of Defense Legislative Affairs (OSD(LA)), the USD Comptroller Budget Affairs and Activity (BAA) Office, and the legislative liaison offices of other components in the Department. Supports the development and implementation of a proactive congressional engagement strategy across DIU priority areas. Continuous research and assessment of congressional actions, reports, and sensitive issues to identify areas of significant interest and develop courses of action to address them effectively for the Director of Congressional Affairs. Monitors legislation proposals and tracks their progress through the congressional process from DoD posture hearings to House and Senate actions during the legislative and budget processes to enactment.

Qualification

Time in Grade: For entry at the NH-04 (GS-14/15) level, status applicants must have served 52 weeks as a NH-03 (GS-13) or higher grade in the Federal Service. Specialized Experience: For the NH-04 (GS-14/15), you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-03 (GS-13) grade level in the Federal service, or comparable in difficulty and responsibility to NH-03 (GS-13) if outside the Federal service. Specialized experience is defined as...monitoring and tracking legislation proposals through the congressional process; writing information papers, white papers, executive summaries, sense of Congress issue papers, or legislative proposals; and experience with the Appropriations process and its impact on the National Defense Authorization Act. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

There is no substitution of education for the qualifying experience at the MH-04 (GS-14/15) grade level.
