About United States Army Futures Command

This position is scheduled to transfer to the Defense Health Agency (DHA) in accordance with the provisions of Section 711(b) and 737 of FY 2019/2020 National Defense Authorization Act (NDAA). Major duties

Work is performed in the Financial Management competency in the Business Domain which is characterized by advising and assisting managers in matters regarding budget and financial operations and controls. May also encompass specialized areas such as: financial reporting and systems maintenance, development, and support. The Business Analysis and Execution core competency within the Business Domain, Financial Management competency is to advise and assist managers in all budget execution matters regarding resource management during the year of execution. Manage the use of financial resources in the execution of the budget, including authorized fund distribution for allotted funds and customer orders. Execute all mission and customer funds as appropriate. Execute all mission and customer funds as appropriate. Analyze and monitor execution against approved obligation plans and OSD goals. Make recommendations concerning any execution issues to the appropriate levels and advice managers and technical staff of alternatives in achieving organizational, financial and manpower goals and initiatives. Establish and maintain an internal operating budget to include budget formulation, review and approval process. Process and certify all transactions related to the execution of the budget. Development of Standard Labor Rates, and the maintenance of the Faces-To-Spaces and HR Mini-Master. Coordinate fiscal year-end financial reporting and certification requirements

Qualification

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:1) Applying comprehensive knowledge of Financial Management laws, regulations, policies to interpret methods of planning, programming and budgeting execution;2) Utilize automated financial systems, such as General Fund Enterprise Business System (GFEBS), to create financial reports and conduct analysis in support of the planning and execution of Research and Development funds;3) Utilize skills to apply proficient procedural use of funds control, accounting, and internal financial management systems in an Research and Development environment;4) Prepare a variety of budget execution status reports for all types of funding and monitor the use and rate of expenditure of funds to ensure compliance with statutes, regulations, and policies;5) Utilize a variety of automation tools i.e. (Microsoft Excel, PowerPoint) to analyze data and prepare presentations of financial information for senior leader information and decision making; and6) Communicate a variety of financial and other data through written communications, correspondence, and oral briefings to internal and external stakeholders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09 equivalent or higher). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
