Job summary

You will serve as an ADMINSTRATIVE/TECHNICAL SPECIALIST (Purchasing Requisition Specialist) in the Systems Integration Department (G) of the Naval Surface Warfare Center Indian Head Division. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10; the NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

Major duties

You will be responsible for purchasing materials, equipment, and services through different means of acquisition. You will work closely with customers to initiate the procurement process by entering PRs for new contracts and/or modifications to existing contract actions, including close-out and review requests for purchases. You will complete all applicable paperwork, reports, and procurement packages necessary to provide a complete acquisition package to the Approving Official (AO) for approval. You will assemble and submit monthly reconciliation packages and obtain purchase card AO approval. You will enter and track acquisition transactions into the Navy Enterprise Resource Planning (ERP) Program from initiation to close-out. You will determine the most effective methods of acquiring products within requirement timeframes. You will provide detailed information on the requisitioning processes for compliance and efficiency by researching procured and stocked material in ERP systems. You will provide technical advice on Naval Sea Systems Command (NAVSEA) and Indian Head Division specific business rules, processes and procedures, and hierarchy of sources. You will provide training, guidance and assistance to employees at the next lower level to assist in developing their skills and expertise.

Qualification

TO QUALIFY FOR NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to process procurements for Operating Materials and Supplies (OM&S). TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative techniques to process procurements in support of Operating Materials and Supplies (OM&S). Education

TO QUALIFY FOR NT-4: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A Ph.D. or equivalent doctoral degree; OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR An LL.M., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience. TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: A master's or equivalent graduate degree; OR Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR An LL.B. or J.D., if related to the position being filled; OR A combination of experience and graduate education as described above that equates to one year of experience.
