Job summary
You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Property Management Division, Corporate Operations Department of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The full performance level of NT-05 pay band encompasses positions equivalent to the GS-11 and GS-12.
Major duties
You will work with all Naval Surface Warfare Center Panama City Division (NSWC PCD) Technical projects to ensure procurements are executed according to in accordance with NSWC and Naval Sea Systems Command (NAVSEA) procedures. You will ensure compliance with NAVSEA and NSWC policies and regulations regarding contracting of Government Furnished Property (GFP), receipt of material, storage, Container Control and issuance of Operating Material and Supplies-Remainder (OMS-R). You will analyze OMS-R, GFP, Production Data Reporting Evaluation Program (PDREP), Counterfeit Material (CFM), Calibrations, Inventory Accuracy and other systems weekly and provide monthly metrics for areas to improvement. You will participate in OMS-R, General Equipment-Remainder (GE-R), PDREP, CFM and GFP Integrated Product Team (IPT) meetings to facilitate communication, identify and prioritize problems, and determine resolutions for problems and issues. You will transact all inventory management and warehouse management pertaining to OMS-R, Navy Working Capital Fund - Supply Management (NWCF-SM), DLR, GFP and Performance Based Logistics – Organic (PBL-O) in Navy Enterprise Resource Planning (NERP). You will apply local NSWC PCD policy, processes and procedures for the acquisition, receipt, storage, issuance, and transfer of OMS-R, NWCF-SM, Depot Level Repairable (DLR), GE-R, GFP, PBL-O, PDREP, CFM, and Calibrations. You will communicate effectively, both orally and in writing, with a diverse group of scientists, engineers, technicians, logisticians, managers, and executive leadership.
Qualification
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing inventory management operations and applying policies or procedures to resolve issues affecting the efficiency and effectiveness of a supply system or program.
