The following position is to join our RTX Corporate team:
RTX is looking for an experienced Senior Manager, Global Trade to join the Corporate Global Trade Licensing team. The position will partner with the RTX Businesses by advising on all aspects of ITAR and EAR export licensing. The Senior Manager will review and provide feedback on ITAR and EAR export authorizations applications, manage communications with the Businesses and with U.S. government agencies, and maintain relationships with U.S. government export licensing agencies and RTX stakeholders to advance export authorization issues related to RTX applications. The position also participates in enterprise-wide authorization management initiatives to sustain and enhance the company’s Global Trade program.
What You Will Do
- Advise RTX Businesses on all aspects of ITAR and EAR export licensing, including policies, regulations, guidelines, best practices, and strategy and the application of each to international transactions and program activities.
- Review, comment on, and submit export license applications to the Departments of Commerce and State according to RTX functional policies, standard work and processes.
- Perform quality control reviews to ensure incoming applications and their supporting documents and certifications are accurate, complete, and compliant with all relevant regulations, practices and guidelines.
- Maintain working relationships with licensing personnel within BIS, DDTC, and DTSA.
- Organize and participate in meetings with U.S. government agencies and RTX stakeholders to address significant programs or strategic licensing issues.
- Coordinate with internal RTX stakeholders on U.S. government outreach.
- Work within and support electronic licensing interfaces with U.S. government agencies, including DECCS (State Department) and SNAP-R (Commerce Department).
- Support Businesses with electronic licensing processes and procedures, including use of OCR Services’ Export Automated Software Essentials (EASE) modules and RTX-developed systems.
- Maintain export authorization quality metrics and support identification and reporting of trends in the enterprise authorizations program.
- Participate in cross functional teams on development, implementation and continuous improvement of RTX enterprise Global Trade requirements, policies, procedures and standard work, with a focus on export authorizations.
- Participate in planning, organizing, and supporting RTX GT training initiatives.
- Maintain in-depth knowledge and expertise in the Export Administration Regulations (EAR) (15 CFR 730-774) and the International Traffic in Arms Regulations (ITAR) (22 CFR 120-130).
- Research answers to complex regulatory interpretation and compliance questions, in coordination with Corporate Global Trade Legal Services and Compliance teams.
- Complete other tasks related to this position as assigned.
Qualifications You Must Have
- Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience.
- Expert knowledge of U.S. export control regulations and export licensing policies and practices under the ITAR and EAR.
- Full understanding of U.S. government agencies’ responsibilities in the export licensing review process and their interrelationships, and the ability to influence those agencies in an interest-based manner.
- Experience managing export authorizations through their lifecycle.
- Proficiency in IT applications, with knowledge of DECCS, SNAP-R and OCR/EASE.
- Previous experience utilizing leadership competencies.
- The ability to obtain and maintain a U.S. government issued security clearance is required.
- U.S Citizenship is required, as only U.S Citizens are eligible for a security clearance.
